if your server is connected to the internet over very complicated network (like I experience in company) then it does not work.

try to use USB stick with SIM card for server- it must work for Azure you do not need public IP

Open Windows SoftEther Server manager, connect to your server, click VPN azure settings.
What is the status shown in the lower left corner?

It is showing connected. maybe the azure working only for special vpn type like SSTP . not for all types.

What are you trying to solve? I have explained the problem already.
Or you try to find lost keys during the night where there is a public light but not where you lost the keys?

Can you post the error log? The information you have provided is too limited.
Also you mentioned that you can connect from Windows SSTP. Was the connection made to vpnazure address or the server's real address?

Before knowing more information, I guess the problem could be from:
1. DNS issue (check the error log)
2. MS-SSTP app issue (try connecting from Windows client over mobile tethering)
