file sharing between 2 mobile 4G wifi routers ?

Hi, is there a way to use SoftEther VPN to enable two users who are using mobile 4G wifi routers (and don't know their private IP address) to directly share files over the Internet ?

If about 1MB download is enough you can use Azure cloud provided by SoftEther

no we're talking big files, like 500Mb and up...

Then you need one of the computers to be server with public ip, I have such sim card but it is unusual and i doubt you get it
Or you use raspberry pi with public ip as server and two 4g will connect to it, it must have public ip
