403 Forbidden - Change index page

For PCI compliance purposes i'm trying to disable the Web servers landing page - https://yourIP:5555
When i change DisableJsonRpcWebApi to true, it does remove the page, but replaces it with a 403 Forbidden page with the internal IP on show.
Is there a way i can just completely disable it or change what is displayed on the index.html?
SE Server is running on Windows Server.
