redirect icmp request/response to an other ip

Hello,
I have a working L2TP SoftEther server with SeccureNAT enabled, so my windows 10 client can browse the internet.
Would it be possible to redirect a ping request from my windows 10 client to anything else so I can manipulate the response time ? Any NAT rule ?
Maybe I could redirect to a local interface so the ping is lower ?
