I don't know what is this problem. The SoftEther Client has Network Rate very high when I checked in Task Manager. This has not happened before. After turn off VPN, this rate back to normal so the SoftEther might be trying to download data but I don't know what is it? Please help me to check because it will take down the internet speed.

Unless you made a custom configuration, the Softether VPN will be the default gateway for the System after the connection is established. Even Windows updates will use the VPN.
From the Taskmanager open the performance tab, then start the resource Monitor. Then select Network, you then should be able to see which process consumes how many bandwidth of the vpn connection.

If the taskmanager and the resourcemonitor does not give you enough information, try out wireshark:
https://www.wireshark.org/

There is also ProcessMonitor and ProcessExplorer from the Microsoft Sysinternals Suite
