Can't import certificate to Mac Keychain

Running the Monterey beta, when I attempt to move a certificate I've been supplied by my employer to the keychain, it fails, giving me error -25294
I did manage to get it into the System folder, but when setting up the VPN, the Mac couldn't fine a relevant key, and I can't get it into the Local Items in Default Keychains at all, that's where I get the Error message.
I've not been able to find any solutions with a bit of internet crawling as of yet, anyone else had a similar problem? What was the fix?
