Very slow download speed

Hi. I installed SoftEther VPN on Centos 8 on vps with a decent 1 cpu 1gb ram 30gb storage. I want to use SoftEther to circumvention censorship, and it is working fine, except that download speed is <1mbps, and this is the problem.
Speedtest:
Ping ms 55
Download Mbps 1.69
Upload Mbps 87.65
'check' command passes without errors, nat traversal is disabled and not needed(server has an public ip). Iperf3 shows that there is a problem with VPN, not with the direct connection with my server and my pc.
SoftEther settings are default, except for "bridge with a new tap device" and secureNat enabled+DNS 1.1.1.1.
I now have no idea what is wrong and what to do with very slow download speed.
