VPN Relay Servers (free, public list) not working in Windows 10 (x64). Although it works in Windows 7 32 bit. How to fix?

I forwarded ports 5555, 992 in the router - it doesn’t work. A strange story began just a week ago, suddenly.

The problem is relevant, developers explain what the problem could be? Does not work in any localization Windows and IP address (RU or others). In Windows 7 (32 bit) working.
