SoftEther VPN Client on a Windows terminal server

I have a SoftEther VPN Client installed on a terminal server (Windows Server 2016 Standard). Less than ten users are usually connected to it, yet the VPN client uses a lot of memory and CPU:

If I restart the SEVPNCLIENT service I get them released:

Is there a way to avoid this high usage of resources?

Or is it possible to install the client for some users only e.g. admins and not have it running in normal users' sessions?

Or is it possible to install the client in some "core" mode without the GUI?

Please remove the Client Manager shortcut from the Startup section of the Start Menu.

Thanks for the suggestion. I did it, now I need to wait for the server to be restarted. I guess removing the startup shortcut would not break the normal VPN functionality and "Startup connections" will be re-connected on server restart.

The startup connection is done by the service process and is not affected by the absence of the client manager.
Startup shortcuts are provided to accelerate the launch of the client manager.

After removing "SoftEther VPN Client Manager Startup.lnk" from "C:\ProgramData\Microsoft\Windows\Start Menu\Programs\StartUp" I still get multiple running instances, see screenshot. Is it possible that the shortcut exists in some other place(s)? I checked the individual users' startup menu "C:\Users\xxxxxxxxxx\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup" - it isn't there.

Did you restart after deleting the shortcut?

Yes, the server was restarted.

I found that it was launched from the registry.

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Run
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run
