restoring original vpn config from backup

While trying to add another administrator to the SE VPN server, we managed to disconnect the only working administrator account. The system was configured years back and no one is sure what the original administrator password was.
If we exchange the backup copy of vpnserver.config for the current one will that restore the original defaults? If not, what would be the best way to reconfigure things without losing all the current setups. I do not see any easy way to edit the administrator password using the vpncmd tool as the command ServerPasswordSet is not available

RE: ServerPasswordSet. I wanted to add that when the command runs it returns a code 52 not enough privileges even when vpncmd is "running as administrator". Any advice from here appreciated.
