Can not install SoftEther VPN Client + VPN Gate Client Plugin

Need help to install SoftEther VPN Client + VPN Gate Client Plugin on my laptop, running windows 7 64 bit.

I have been using this VPN for a while, and had no problem what so ever for installation,
this time having a problem with my computer ended up reformatted my hard drive and installed windows 7 on it,
and after installing a few software I tried to install a new version of SoftEther downloaded from here:
https://www.vpngate.net/en/download.aspx

but at the beginning gives me an error:

the setup program has been executed from outside an install source, unable to continue the installation.

I tried to install normal and as an administrator, but getting the same error,
scanned my computer for virus, and disabled my antivirus and windows firewall as well, again having the same error.
also tried the older version that I had in my computer, again the same error.

that may be a problem with a temp environment variable, I made a new folder in my c drive and gave the new path to it, to work as my temp folder, and tested it, while Softehter started to install, file extracted in the new temp folder but second later I got the same error again.
I don't know what else I should do to install this software.
what this new windows 7 installation changed that does not let me install this software.
any help is appreciated
