Can't Open Port 53 -VPN Over DNS and ICMP

Hi and Special Thanks for helping me ,
Please help me why can't use port 53 for uses VPN over DNS Function (Uses UDP Port 53)
please help me , i try and search everywhere how can use this

As stated in the error message, are you running a DNS server?

If you are, as the ports conflict each other, you will have to disable your DNS server in order for you to eanble this feature on SoftEther server.

DNS server might have been installed by default and running. No matter what it is, there is another service running and using up port 53, making it impossible for Softether to have VPN over DNS. However, VPN over ICMP is still possible.

Please check the process which occupy the port 53 by netstat command.
