How to limit users bandwidth?

I know this has been asked before somewhere. On the SE Manager, I believe, we can give users some bits.

I want to give them some GB's of bandwidth.

Thanks inten, yes it will be good to move them into a disabled users group. How do I get this script working in Linux? It seems like a windows script
