Can not connect to IPsec type VPN using iPhone

I have followed https://proprivacy.com/guides/setup-hom ... er-windows, and have done nothing else. When i try to connect thru l2tp, it say the server ‘did not respond.’ Please can you help me. Here is a screenshot of my vpn config on my phone:

On Keenetic routers, the L2TP/IPSec VPN server may be set up by following the L2TP/IPSec VPN server instruction.

Create an L2TP/IPSec VPN connection on your iPhone/iPad to connect SIZE=1 COLOR=#F3F3F3 stick merge to the server.

In the 'General' section, go to 'Settings.' Select 'VPN' from the drop-down menu.
